Nàvràqíh Se (/ˈnəvrə/ /qɪ̞/ [tornado] [large; huge]) is a temperate Town located in the Sti̊ci̊q Region of the Tetbur Commune.
The name Nàvràqíh Se is derived from the Tauric language, as Nàvràqíh Se was founded by Ash Edward, who was culturaly Tauric.
Climate
Nàvràqíh Se has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Nàvràqíh Se receives an average of 230 cm/y (90 in/y) of precipitation, most of which comes in the form of rain during the summer. Nàvràqíh Se covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2210 m (7250 ft) above sea level.
Overview
Nàvràqíh Se was founded durring the late 17th century in early summer of the year 1593, by Ash Edward. The establishment of Nàvràqíh Se was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Nàvràqíh Se's construction back out of the project. Ash Edward pushed on reguardles, and Nàvràqíh Se was finished, but starts off as a terible place to live.
Nàvràqíh Se was built using the conventions of Tauric durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Nàvràqíh Se is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Nàvràqíh Se is buildings are arranged arrounded highly ordered system of broad cobblestone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Nàvràqíh Se's size could have. The town's well-designed, yet cheep are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
A look around Nàvràqíh Se has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine which makes you worry someone might stab you in a dark ally for your boots. It’s not filthy, or dark, but the smiles seem strained, the locals seem to glare daggers in eachothers backs a little too much, and everyone is armed at all times. You may want to keep an eye on your valuables, and make sure you don’t wind up in any position of power. Regardless, you do not feel it would be wise to remain in Nàvràqíh Se long.
Civic Infrastructure
Nàvràqíh Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Nàvràqíh Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Nàvràqíh Se's parks.
Nàvràqíh Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Nàvràqíh Se.
Nàvràqíh Se has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Nàvràqíh Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Nàvràqíh Se's natural decorations nor waterways.
Nàvràqíh Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Nàvràqíh Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Nàvràqíh Se's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.
Nàvràqíh Se's town hall was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
Due to the actions of local Kami, winter is recurring in Nàvràqíh Se.
The Urdefhan near Nàvràqíh Se are known to be more aggressive than normal.
Nàvràqíh Se's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sacrificing an animal to channel Chronomancy energies of tier 3 via recitation of scripture.
